MetaTrader 4 + Python: ZeroMQ

Issues:

• Microsoft Visual C++ 2015 Redistributable need to be installed
• Allow DLL imports should be checked when an EA is loaded: Cannot call ‘libzmq.dll::zmq_ctx_new’, DLL is not allowed
